A grocery chain in Pune wanted to retire the WhatsApp order list. Riders already lived on Android phones. The first quote that arrived was a single lump of ₹6 lakh with no GST line and no mention of Razorpay. A second quote from a Bangalore studio was three times higher and included a year of care. Neither quote said who would pay the Play Console fee or register SMS templates on DLT. That gap, not the choice of colour, is where 2026 app budgets go wrong.
What a 2026 build costs in rupees
For a focused Android-and-iOS product with login, a catalogue, and payments, Indian teams should plan ₹5.2 lakh–₹8.8 lakh before 18% GST. A mid product with roles, inventory, and a dispatcher sits around ₹15 lakh–₹26 lakh. A complex product with offline mode, multiple warehouses, and admin analytics runs ₹34 lakh–₹62 lakh. Mumbai and Delhi enterprises sometimes add a security review; that is a line, not a surprise percentage at the end.
These are planning bands from app builds we scope in India, not a promise that every brief lands in the same cell. The website that already takes orders should be costed beside the app, not ignored.
Fees that arrive after the quote
- Google Play's one-time developer fee and Apple's annual developer fee, billed in dollars to the company account.
- Razorpay onboarding and the payment MDR on each successful UPI or card charge.
- DLT registration and per-SMS charges if you send order updates.
- 18% GST on the agency invoice, which finance will ask for on day one.
- 12–18% of the build each year for OS updates, store rejections, and small fixes.
- Hindi or another language if the brief quietly assumed English only.
Flutter or React Native
Choose Flutter when Android is the business
Most of this chain's riders and customers are on Android. Flutter gives one design system and predictable screens on low-cost phones common in Pune and smaller Maharashtra towns. You are not sharing a web codebase, so the extra JavaScript bridge of React Native buys little.
Choose React Native when the web checkout is already JavaScript
If a Delhi or Bangalore team already maintains a React checkout and wants the same components in the app, React Native keeps one language in the building. You will still budget separately for native modules around UPI intent and push notifications.
How to brief without a second invoice
Write the jobs, not the screens: place an order, pay by UPI, track a rider, reprint a GST invoice. Name what version one will not do. Ask who owns the store accounts and the Razorpay keys.
